This isn't a dev kit. This is a MIPS-based workstation running Linux, using the PS2 hardware + HDD. It includes X11, all the usual system services (even NFS!), etc.

No OpenGL, though :/.

Before the fish:
According to the article the dev kit is Linux running on the Playstation 2 for purposes of programming. It appears that the PS2 source code will be closed. It appears to have proprietary API's for the GPU and SPU access, along with access to the DVD-ROM's VU0 and VU1 (what are those? ask a PS2 buff I guess) and it will come with sample programs.
.
Clarification after the fish:
All source code which is required by license to be released will be released, while all proprietary code will not be.
Hardware specs are going to be given out about the GPU and SPU, along with the DVD-ROM's stuff.
Limitations: The external harddrive will not be guarenteed to work outside of the devkit (but we're all hackers here, that won't stay long with Linux) and only real PS2 DVD-ROMs and CD-ROMs are going to be guarenteed to work.
.
Personally this looks like the port of Linux to the PS2 as we've all assumed it would come!
